I have been looking everywhere, and I can't find anything close to the jacket/shirt that Toboe wears. I looked in the manga, and the jacket is a little different, but still the same. Anything close to either would work. Me and my mom are both good at sewing, so if we had to, we could make it. But if I could buy it off the shelf, it would be much easier. Any help would be extremely appreciated!

I don't think you're going to find anything quite like that on the shelves. You're probably going to have to break down and make it. Sorry. But if you wanted to make it a simple button up shirt pattern (If you use patters. I don't.) would do just fine, just add some pockets and a zipper in place of the buttons and you're good to go. ^_^

Also, the bottom of the shirt seems to be um... I can't describe it. Not really a tuck-in like most button-up shirts have, but an elastic thingy... but then again in the manga it's just cut short and seems to um, show his flat belly a lot, lol.

Hmmm, I don't think I'd go with the manga look if I were you. LOL.
Do you know what Bias tape is? I would suggest lining the bottom with that. If not you can always fold it over at the bottom and sew. That would actually look better for that kind of shirt.
Use bias tape for the bottom, just make sure the material is a little slack to give it that billowing look. ....actually I think that's a jacket.
And I think those pockets extend all the way down, oddly enough. Either that or there aren't any pockets. They're just flaps for a sort of stylish flair and the sewing goes all the way down.
Does that make sense?

Yes it does actually! Thanks. I'm going to have my mom watch a few eps and have her let me know how we should make one. I have until Mid January (or so), I should have enough time.
My main concern is my hair. Grow dangit grow!!

All right. Glad I could help. Yeah, your hair growing is the biggest problem since it's the only thing you can't work with right. I'm sure it will grow out in it's own time. If not, you can always get a wig.

im trying to get the stuff together for a toboe costume too its for a-kon 17 in 2006 and im trying to grow my hair out too i got a whole year to wait so im sure itll be grown out by then
im having a lot of troble trying to find the shirt and the boots
so far i already founds the braclets im gonna use but thats it
the weirdest thing is gonna be wearing guys clothes but im going as a guy character so i guess its ok lol im excited and scared too cause ive never cosplayed before

I don't think you'll have too much of a problem finding that stuff by then. I was shopping for my mom's christmas gift at departments stores and ran across a jacket that looked just like Toboes right down to the color and pocket detailing, the only difference was it was a buttonup instead of a zipper. I beleive that was at JC Pennys, if not, it was Sears. Since you have so much time I'd just keep checking places like that and K-mart/wal-mart ect, the styles will change a couple of times by then. Combat boots can be found at army surplus stores, thrift stores, and ebay. And I wouldn't be nervous about going as a guy, I remain that the best Toboe cosplayers I've seen are girls. ^^

Heehee, another female playing Toboe =P (and note to ChaosandDarkness... so far hun, so far... I'm about to change all that) Well as for the boots, i got some cheap $15 (half off sale, so got them for $7.50) B-Boots. I got them at Famous Footwear. They are quite cool and comfortable! All you'd have to do is paint the white threading with shoe polish. Here is a pic:
